He was confirmed as Inspector with effect from 1st April 1952. Baluchistan was then a Chief Commissioner's Province administered by the agent of the Governor-General. But on the promulgation of the Establishment of West Pakistan Act, 1955, it became a part of the Province of West Pakistan. Thereafter between September 1956 and January 1961, there were six vacancies to the post of Deputy Superintendent of Police, and the appellant considered himself entitled to promotion to these vacancies. However he was superseded on each occasion by other police Inspectors. The Inspectors who superseded him were Ch. Muhammad Khan, Mr. D. E. Webb, Mr. Muhammad Sadiq Loahi, Mr. Qazi Aftab Ahmaa, Mr. Malik Atta Muhammad and Mr. M. R. Welch.
