The impugned -award was published in the Gazette of West Pakistan, Extraordinary Issue, dated 13th July 1968. The facts giving rise to the appeal briefly put are these. 2. The General Secretary, P. W. R. Stores Union, Moghalpura, Lahore, gave a strike notice on behalf of the Union to the Pakistan Western Railway (hereinafter called the Management), in respect of 11 demands. On the failure of conciliation proceedings, the Conciliation Officer issued a Failure Certificate on 15th April 1965, on the basis of which an application under section 5 (5) of the Industrial Disputes Ordinance, 1959 (hereinafter called the repealed Ordinance), was filed. Of the demands raised by the Union, the Provincial Government referred Demands Nos. 2, 6 and 10, only for adjudication to the Industrial Court. 3. The Union has challenged the adjudication by the learned Chairman of the Industrial Court in respect of award onDemends Nos. 2 and 6(a), (c), (d) and (e) only 4.
