R. KHAN, J.--This appeal, by special leave, arises out of the judgment and order of a Division Bench of the former High Court of West Pakistan, Lahore, whereby the appellants' Writ Petition No, 416/S of 1968 under Article 98 of the 1962-Constitution was dismissed. On the requisition of the Secretary, Agriculture Department of the erstwhile Government of West Pakistan, the West Pakistan Public Service Commission, by its advertisement bearing No, 28-D/65, dated the 23rd July 1965, invited applications for selection of 46 candidates for training and eventual appointment as Assistant Agricultural Engineers in the West Pakistan Agricultural Engineering Service (Class II). The intending candidates were to possess degree in B. Sc. (Agriculture) from a recognised University or Institution. The advertisement also fixed certain age limits. Nine out of the 46 posts were allocated on All-West Pakistan basis and the remaining posts were allocated to six different zones of West Pakistan. The selected candidates were required to undergo training for 2 years and were to receive Rs, 150 p.m. during the period of training.
