On 29-12-65 the respondent was alleged to have indulged in riotous and disorderly behaviour. He was, therefore, served with a charge-sheet under section 13(3)(a) and (h) of the Industrial and Commercial Employment (Standing Orders) Ordinance, 1960, by the appointing authority, namely, the District Manager, Government Transport Service, Multan, on 4-1-66. He was required to submit his explanation within three days from the receipt of the charge-sheet. Since his reply was not con- -sidered satisfactory by the authorities and in view of his denial of the allegations levelled against him, "it was considered necessary to conduct a face to face enquiry" into the matter. An inquiry was accordingly held by the Assistant Traffic Manager (D) and the Enquiry Officer vide his report dated 31-10-66 found the petitioner guilty of misconduct under section 13(3) (a) and (h) of the Industrial and Commercial Employment (Standing Orders) Ordinance, 1960.
