J.--Arising out of arguments presented in a large number of revision petitions filed under section 19 of the West Pakistan Control of Goondas Ordinance, 1959, a learned Singly .Fudge of this Court has referred to a larger Bench the following twelve questions : - (1) Whether the enactment of West Pakistan Maintenance of Public Order Ordinance, 1960 impliedly repeals the Ordinance? (2) If the answer is in the negative, whether in view of section 2 and the Scheme of the Ordinance, it is permissible to constitute more than one Tribunal in a district?
