Hassan, is an employee of the Pakistan Ordnance Factories at Wah Canton--ment, under the control of the Ministry of Defence, Government of Pakistan. He is an optee from India and, after serving in various positions in the Explosives Group of the Factories, he was appointed as Superintendent of that Group on the 28th of May 1962. He was confirmed as such on the 18th of December 1962. In the petition a detailed account is given of the qualifica--tions and experience acquired by the petitioner in various positions held by him and the appreciations earned by him from his superiors, but for our present purposes it is not necessary to re-count those details. On the 5th of April 1963, the petitioner was transferred from the post of Superintendent (Explosives) to the post of Superintendent (Specifications and Material Control) under the Director of Industrial and Commercial Relations. On the 8th of July 1963, some adverse remarks recorded on his work by the Principle Technical Executive were communicated to him.
