B., B. S. course, on the basis of his result-sheet of the supplementary intermediate examination held by the Board of Secondary Education, Lahore, in the year 1967. This result, which was gazetted on the 10th of February 1968, showed that the appellant had secured 643 marks and was placed in the 1st division. The college authorities got the detailed marks certificate submitted by the appellant confidentially verified by the Board's Controller of Examinations. About a year later on the 23rd of August 1969, the appellant was informed by the Administrator of the King Edward Medical College, Lahore, that according to a confidential letter received from the Board, the detailed marks certificate and the result card issued to the appellant by the Board on the 10th of February 1968, on the basis of which he had sought his admission to the college, were not genuine. It was further stated that in fact the appellant had secured a second division with 533 marks, which were inflated to 643 marks by tampering with his result-sheet.
