1. Urgent application is allowed. 2-4. Petitioner has filed this Constitutional Peti tion under Article 199 of the Constitution of the Islamic Republic of Pakistan, 1973, with the following prayer:- i. To direct the respondent No.1 to 4 to take legal action and departmental action against the responsible / respondent No.5 and his companions / subordinates who causing harassment, humiliation, pressure, blackmail and threatened to the petitioner as well as other residents of the area for illegal extortion.

ii. To direct the respondent No.5 not to harass, humiliate, pressurize to the petitioner, an d other residents of the areas without due course of law and further directed them to not issue threats of killing towards the petitioner or involvement in the false and bogus cases.

Petitioner seeks direction s to take legal action against respondent No. 5, who is the SHO of PS Gulistan -e-Jauhar, Karachi. The I.G. Police Sindh shall ensure that no SHO of any area of Sindh shall take illegal action against any individual without lawful justification and nobody shall be harassed until and unless there is a cognizable offence committed by the individual. In view of above, this petition stands disposed of with directions to the SSP concerned as well as I.G. Police Sindh to take action against all the police officials who are indulg ed in the sort of nefarious d esigns to cause harassment to the individuals without lawful justification . They can only take action, if cognizable offence is reported to them. Petition stands disposed of in the above terms alongwith listed application.
