The admitted facts giving rise to the impugned order briefly put are these. 2. A strike notice was given by the workers of National Steels Limited, Karachi, to Messrs National Steels Limited, Karachi, on 14th January 1970. The workers went on strike on 11th February 1970. The workers continued on strike till a reference was made by the Provincial Government of West Pakistan on 27th May 1970. The Provincial Government, while making the reference, was also pleased to prohibit the strike bar the workers of the Company. The' Order Sheet of the Court dated 1st June 1970, would show that the Court had received the reference and issued notice to the parties for appearance before it on 10th June 1970. On 10th June 1970, it would appear from the Order Sheet, that the parties were not served. Notices were repeated to the parties for 20th June 1970. On 20th June 1970, both the parties were absent. It is noteworthy, as would appear from the Order Sheet of 20th June 1970, that both the parties had been served. Fresh notices were issued for 1st July 1970.
